supervisor engines 有问题时进行切换（切换过程中会照成网络的暂时中断） ，当交换机加电后，EHSA 会缺省地在二 supervisor
engine 上运行（slot 1 or 2） , 其中之一会成为活动的 。注意：二块 supervisor engine 必须有一致的 IOS，内存等 。
